Es handelt sich hierbei um eine kleine Gruppe von Mehrfachauffälligen, die Jugendhilfe und Polizei „alle mit Namen kennen“. Die Jugendlichen um die es hier geht bilden zwar einen verschwindenden Teil am Gesamtphänomen, wenn guy aber betrachtet dass ca. nine% dieser abweichenden Jugendlichen für die Hälfte aller Straftaten verantwortlich sind, wird gerade hier ein großer Handlungsbedarf deutlich. „Abwarten und gewährenlassen, das bedeutet in so einem Fall sich pseudotolerant zu verhalten, das heißt auch Opfer billigend in Kauf zu nehmen“.
