Geringere Sozialausgaben und eine Ankurbelung des Arbeitsmarktes – das sollte durch die Sozialreform im Jahr 2005 realisiert werden. Nach den Gesetzespaketen Hartz I, II und III folgte damit Hartz IV, das bis heute besteht. Die Bundesanstalt für Arbeit wurde im Zuge des Hartz-IV-Gesetzes in Bundesagentur umbenannt und die Arbeitslosen- und die Sozialhilfe wurden zusammengelegt. Damit folgt seither auch die Bundesagentur für Arbeit den Grundsätzen des New Public Managements, deren Ziel es ist, „den lokalen Sozialstaat zu verschlanken und effizienter zu organisieren“ (Dahme, Wohlfahrt 2013, S.12). Im Sinne des Grundsatzes „Fordern und Fördern“ ist die Sozialpolitik geprägt von einer „(Neu-)Betonung und Ausweitung der Eigenverantwortung und Selbstaktivierung“. (ebd., S.16). Das zeigt sich beim Arbeitslosengeld II unter anderem durch Mitwirkungspflichten, deren Verstoß zu Sanktionen wie beispielswiese Leistungskürzungen führt. Aber auch durch die gewählte Höhe des Hartz-IV-Satzes soll sichergestellt werden, dass nur tatsächlich bedürftige Menschen unterstützt werden und das Anstreben eines Beschäftigungsverhältnisses gefördert wird.

Diese Arbeit soll sich mit dem aktuellen Hartz-IV-Regelsatz und dessen Beurteilung durch die Bevölkerung und der Wissenschaft auseinandersetzen. Zunächst folgt eine Beschreibung des aktuellen Regelsatzes hinsichtlich seiner Zusammensetzung und Höhe. Im zweiten Teil der Arbeit soll der Regelsatz anhand einer Vignettenanalyse und einer Studie beurteilt werden. Dabei soll die Frage, ob der Hartz-IV-Regelbedarf dem Grundsatz des Forderns und Förderns entspricht oder seine Höhe unangemessen ist, verfolgt werden. Durch diese Betrachtungen soll ein Fazit zur kontroversen Hartz-IV-Höhe ermöglicht werden.
