Welche Fähigkeiten und Fertigkeiten notwendig sind, damit Personen in der Lage sind oder in die Lage versetzt werden können, sich gesundheitsfördernd zu verhalten, wird schon seit vielen Jahren erörtert. Um diese Fähigkeiten und Fertigkeiten zu fördern, gab es im Laufe der Zeit unterschiedliche Ansichten, wie dies am besten gelingen würde. In den 1970er Jahren kam der Begriff well-being literacy auf, zunächst als Ziel schulischer Gesundheitserziehung. Er wurde für die Bedeutung der Gesundheitsförderung entdeckt und mit Gesundheitskompetenz ins Deutsche übersetzt. Der Begriff der Gesundheitskompetenz gewinnt zunehmend an Relevanz in der theoretischen Diskussion und scheint die Antwort auf die oben gestellte Frage zu sein, welche Kompetenzen gebraucht werden, um die Gesundheit besser kontrollieren zu können. Bei näherer Betrachtung des Begriffs zeigt sich allerdings, dass dieser aus ganz unterschiedlichen Perspektiven verwendet wird. Im Zuge dessen entstanden unterschiedliche Definitionen und Modelle, welche unterschiedliche Fähigkeiten und Fertigkeiten mit Gesundheitskompetenz in Verbindung bringen.
